Multiply both sides of the equation by 1000.

Multiply 2 and 0.2 to get 0.4.

Multiply 0.4 and 10 to get 4.
4=2.5+1\times 0.1x
Multiply 1000 and 0.0025 to get 2.5.
4=2.5+0.1x
Multiply 1 and 0.1 to get 0.1.
2.5+0.1x=4
Swap sides so that all variable terms are on the left hand side.
0.1x=4-2.5
Subtract 2.5 from both sides.

Divide both sides by 0.1.
